In his candid appraisal of the letter from Germany’s Angela Merkel and France’s Nicolas Sarkozy to the European Union meeting that starts Friday in Brussels, Dan Murphy makes clear that this summit will be different from the previous 20: This one is determined to override national sovereignty to save the euro. The core of the letter is the offer of the fatal alternative to the euro zone nations: Either give up essential sovereign control over your budgets to the EU, or destroy the euro.

The “Merkozy” letter said,

The current crisis has uncovered the deficiencies in the construction of the [European Monetary Union] mercilessly. We need to remedy those deficiencies…. We need more binding and more ambitious rules and commitments for the Euro area Member States. They should reflect that sharing a single currency means sharing responsibility for the Euro area as a whole. The building blocks of the new Stability and Growth Union are: A strengthened institutional architecture. Euro area governance needs to be substantially reinforced.

The problem, until now, has been the virtual impossibility of amending unanimously the various treaties under which the EU currently operates. With the clock ticking amid increasingly nervous financial markets, there is no time for that nicety. And so a way has been found: doing an end run around the process by using a little-known clause in the Schengen treaty to speed up implementation of the “strengthened institutional architecture” that is needed.

In a speech on Thursday in Marseille, Sarkozy expanded on just what the new agreement would require, along with guarded references to how it might be enforced. He said, “Never has [a united] Europe been so necessary. Never has it been in so much danger…. Never has the risk of a disintegration of Europe been so great. Europe is facing an extraordinarily dangerous situation.” What is needed, he said, is the ability to enforce budgetary discipline by penalizing those countries that overspend under the new rules.

In their joint letter, Merkel and Sarkozy’s proposed plan would

  1. Give the European Commission the power to impose penalties on nations that run excessive budget deficits (above 3% of GDP);
  2. Require each member to amend their state constitutions to require a balanced budget;
  3. Require each state to pay to the EU corporate taxes and financial transactions fees to pay for such enforcement; and
  4. Force any future bailouts that might be required to be paid for by taxpayers while protecting private banks and investors from losses (such as just happened in Greece).

In the event, however, that such a plan isn’t adopted over the weekend in Brussels, there is a more draconian plan going to be offered by Herman Van Rompuy, President of the European Council, called the “fiscal compact,” which doesn’t need approval by any parliaments or citizens at all. It will just be imposed from the top down. Said Sarkozy, “This is our duty. We have no other choice.”

Van Rompuy’s “fiscal compact” would strip away voting rights from EU members who are out of compliance, enforced by the executive arm of the EU. Sarkozy was opaque on whether such “enforcements” would involve military action or invasion of the offending countries, or just the forced removal of the recalcitrant elected officials who were dragging their heels on various austerity measures to be imposed to bring them back into compliance. But it is clear that the rhetoric in Brussels is being ramped up as the financial uncertainties in the markets escalate.

As Samuel Gregg, writing in the Acton Commentary noted,

The euro was always essentially about the use of an economic tool to realize a political grand design: European unification. Major backers of the common currency back in the 1990s, such as Jacques Delors and Helmut Kohl, never hid the fact that this was their ultimate ambition…. [It now appears that] much of Europe’s political class seems willing to go to almost any lengths to save the euro — including … [going] beyond the bounds permitted by EU treaty law and national constitutions.

As Murphy noted, “The call for bracing, immediate change should lead to a fascinating day [as] European leaders gather in Brussels.”

Britain and Hungary refused to accept EU-wide treaty changes, leaving the rest of the club to work out their own currency-saving solutions. The UK Independence Party leader Nigel Farage believes, that Eurozone countries are now trapped inside economic prison called euro.

The synergetic bond between former House Speakers Newt Gingrich and Nancy Pelosi extends well beyond the 2008 climate-change commercial that has stirred heated criticism among conservatives, as the GOP presidential hopeful has cosponsored 418 bills in Congress with Pelosi. Such a revelation, particularly when coupled with Gingrich’s Freddie Mac connections, liberal-leaning views on illegal immigration, and support for an individual healthcare mandate, underscore the Gingrich’s waning support for true conservative principles.

Gingrich served in Congress from 1979 to 1999; Pelosi has served since 1987. By comparison, the current House Speaker, John Boehner, who has worked in Congress with Pelosi for more than 20 years, has cosponsored only 104 bills with her — more than 300 bills fewer than Gingrich.

While much of the legislation Gingrich and Pelosi cosponsored was non-divisive — such as approving an award for Mother Teresa and granting a Congressional Medal to former President Gerald Ford — his sponsorship of the Global Warming Prevention Act of 1989 is the likeliest to stir controversy among Republican voters.

The legislation, which never made it out of committee, professed that climate change was “a major threat to political stability, international security and economic prosperity.” The bill’s title asserted the following:

To establish national policies and support and encourage international agreements that implement energy and natural resource conservation strategies appropriate to preventing the overheating of the Earth’s atmosphere, known as the “greenhouse effect”.

Further, the 1989 bill established two goals:

(1) that the amount of carbon dioxide in the atmosphere be reduced from 1987 levels by at least 20 percent by the year 2005 through a mix of Federal and State energy policies; and (2) the establishment of an International Global Agreement on the Atmosphere by 1992. Requires the Secretary of Energy (the Secretary) and the Administrator of the Environmental Protection Agency to report to the Congress within two years regarding whether a higher level of carbon dioxide emissions reduction is desirable after 2005, together with any necessary policy actions and their costs and benefits.

The Global Warming Prevention Act should also draw pro-lifers into the controversy, as it used language about access to “family planning services,” and advocated a form of population control, affirming that “curbing world population growth will be critical to achieving the goals.”

Title XI of the bill, “World Population Growth,” stated, “It is the policy of the United States that family planning services should be made available to all persons requesting them.” Further, through the United Nations, it sought to authorize “appropriations for FY 1991 through 1995 for international population and family planning assistance.”

Alongside Pelosi, several other pro-choice advocates sponsored the bill, including John Conyers, Barbara Boxer, Barney Frank, and Chuck Schumer.

Of course, the revelation that Gingrich would have supported such legislation should be no surprise, considering some of the GOP candidate’s past remarks regarding cap-and-trade and other environmental policies. For instance, in a February 2007 interview, he averred,

I think if you have mandatory carbon caps combined with a trading system, much like we did with sulfur, and if you have a tax-incentive program for investing in the solutions, that there’s a package there that’s very, very good. And frankly, it’s something I would strongly support.

    This week a daycare was temporarily shut down because one of the workers was taping a 2 month olds pacifer to his mouth to make him stop crying. Here is a clip of the news article about it.

    A spokeswoman for the Department of Human Services says a 4-month-old boy was found in a darkened room in a Jefferson City nursery with a pacifier taping his mouth shut.

    Department spokeswoman Michelle Mowery Johnson says the department responded Tuesday to an anonymous complaint that a caregiver in Jefferson City was taping babies’ mouths shut.

    An investigator heard muffled whining from the bathroom. The boy’s mouth was taped with two-inch clear packing tape.

    The nursery was closed today. It will be served with a suspension order from DHS and a hearing is set for Thursday before an administrative judge.
